What to do with the bill of sale once it’s printed
Pennsylvania title transfers go through Pennsylvania Department of Transportation (PennDOT). Follow these steps in order.
- Fill in every field on the bill of sale, including odometer reading and exact sale price.
- Do NOT sign the bill of sale or title yet — Pennsylvania requires notarization of the title transfer. Sign in front of a notary.
- Bring the signed (notarized) title, this bill of sale, and ID to a PennDOT-authorized agent or notary public.
- Print two copies — one each for buyer and seller.
- Buyer submits the notarized title, MV-4ST, proof of insurance, and fees to PennDOT or an authorized messenger service.
