Virginia's 4.15% Motor Vehicle Sales and Use Tax (SUT) is uniform statewide โ€” counties cannot add to it. The big local variance is the annual personal property tax (often called the "car tax") that every Virginia city and county levies on vehicles. Rates vary widely: Fairfax County charges roughly $4.57 per $100 of assessed value; Arlington roughly $5.00; Richmond city around $3.70. The Personal Property Tax Relief Act partly offsets the bill for qualifying personal vehicles up to $20,000 in value, but the residual liability is significant.

Late title-transfer penalties

Virginia requires the buyer to apply for title within 30 days of acquiring the vehicle. After 30 days, Virginia DMV adds a $25 late-title fee, plus penalty and interest on unpaid SUT through the Department of Taxation. Driving on the seller's plates is illegal once title transfers โ€” Virginia plates stay with the seller and can be transferred to another vehicle the seller owns.

Safety inspection requirements

Virginia requires an annual safety inspection at a state-certified inspection station. The Virginia State Police regulate the program and the fee is statutorily capped at $20 for cars and light trucks. A passing inspection sticker must be displayed within the first month of registration. The check covers brakes, steering, tires, lights, exhaust, wipers, and body integrity.

Emissions testing in Virginia

Virginia's emissions inspection program (Air Check Virginia) is mandatory only in Northern Virginia โ€” Arlington, Fairfax, Loudoun, Prince William, and Stafford counties, plus the cities of Alexandria, Fairfax, Falls Church, Manassas, and Manassas Park. If the vehicle has a lien

Virginia records liens on the paper title and electronically through the DMV's Electronic Lien & Title (ELT) system. Most large lenders participate in ELT, in which case no paper title is produced โ€” the title is held electronically until the lien is satisfied. There is a $1 lien-recording fee in addition to the title fee. Buyers paying cash for a previously financed Virginia vehicle should verify the lien-release before closing.

How Virginia calculates the tax

Virginia applies a 4.15% Motor Vehicle Sales and Use Tax (SUT) with a $75 statutory minimum at title transfer, calculated on the sale price or fair-market value (whichever is higher). A unique feature: Virginia uses the National Automobile Dealers Association (NADA) clean trade-in value as fair-market value unless the buyer provides documentation supporting a lower sale price (bill of sale plus repair estimates or photos). The $75 minimum applies even on inexpensive vehicles, so a $500 beater still owes the $75 floor.

Dealer purchase vs. private-party sale

Virginia dealers collect SUT at delivery and process title paperwork through DMV's dealer system. Private-party buyers must visit a DMV customer service center (or use the online title transfer tool where available) within 30 days with the assigned title, Form VSA 17A, proof of insurance, and ID. SUT applies the same 4.15% rate ($75 minimum) to private-party sales. The Personal Property Tax Relief Act offset applies only to the annual local property-tax bill, not to SUT.
